How would law enforcement go about preventing something like this?

Most drugs are smuggled underseas by submarines. But I'm pretty sure the container would fall of or get lost in the "voyage". Most drugs are smuggled across the boarders by AMERICANS in their own car. So BP doesn't think to fulfill the "search" as much.
